Our team advocates as a supported voice for the rights of children and adults with disabilities along side of parents and caregivers. We partner with them to promote equal access to student education and prepare them through educational and community services. We educate families on the intricacies of the systems to identify, plan, engage and measure the outcomes of established goals. We empower each person to set goals and monitor his or her growth as we team with service providers, therapists and other professionals with collaborative opportunities to break through barriers to learning and academic competence in addition to addressing real life applications across environments in the home, school and the community.
Paradigm Shift Consulting Group are consultants serving individuals and families of children and adults with disabilities. We also provide consulting services to organizations that serve this same population. Our group brings over twenty-five years' experience in advocacy, healthcare, education, program assessments, and quantitative analysis for- profit and non-profit organizations and community leaders. Our expertise offers relief to leaders, employers, families and individuals facing a multitude of challenges. We provide individual and specialized services to meet each child/adult's specific case through effective communication and collaboration with families, school administrators, with service delivery professionals and community leaders. More importantly, we aid in fostering platforms where the individual or parents have equitable allotment in the education and transition process.
The Paradigm Shift leadership team consists of two parents and one sibling of an individual on the Autism spectrum. The staffs' life long experience and knowledge of the challenges facing those with disabilities motivates our child and adult- centered approach.
Julia A. Brooks, BCEA
CEO & Sr. Consultant
Background:
Julia A. Brooks' perseverance, perspective, and persuasiveness makes her an effective education consultant. She developed perseverance over twenty-five years of navigating through the maze of her son's legal rights, education proficiencies, transitions from school districts to adult services, and more. Julia acquired her perspective of engaging individuals with disabilities in classrooms and community environments with more than 10 years of experience as an adjunct professor whose discipline focused on student-centered planning. She has a track record of creating collaborative opportunities for her son by working with professionals and service providers to implement measurable progress in education and service plans and instructs families to utilize a similar team setting. As an advocate and education consultant, her approach to child/adult-centered planning is applied through the following goals:
1. Identifying educational related needs through the use of appropriate school district testing or independent evaluations.
2. Evaluate appropriate educational and behavioral interventions including least restrictive environment placement, educational programming, specially designed instruction, inclusion opportunities, transition goals and progress plans.
3. Recommend appropriate educational and behavior interventions as well as community, state and federal programs.
4. Empower and educate parents and students so that can advocate independently with multi-system programs for their unique needs
5. Resolve conflicts when possible, avoiding costly due process hearings and insurance or service agency denials.

Julius A. Brooks M.D.
Senior Vice President & Sr. Consultant
Background:
Julius A. Brooks MD is a parent of an adult son with autism and is a board certified family practitioner who has practiced medicine in a large South Jersey health system over the past 25 years. Dr. Brooks' experience includes clinical practice in primary care, behavioral, addiction and occupational medicine. In addition, Dr. Brooks has served administratively as medical director for two organizations and has functioned as a medical consultant authorizing school based health related state services.

Rachel Marie Brooks Atkins
Director, Research and Analysis
Background:
Rachel Marie Brooks Atkins is a sibling of a brother who has autism and has nearly 12 years of experience in research and analysis for organizations ranging from large for-profit corporate entities to small non-profit entities. She also has experience with project management, program evaluation, impact analysis, and strategic planning. Rachel’s approach to consulting engagements blends academically rigorous research and analytical methods with the best and most current management practices in order to apply new knowledge in ways which enhance organization performance as clients transition into the wrokforce.
